Hello.

Of the institutional training grants I have managed, if PI effort has been applied to the grant, it has always been 100% cost shared and I've personally never seen more than 10%, maybe 15% effort.  I've also submitted T32 applications with no PD/PI effort listed, but some institutes caution that reviewers may question if the PD/PI has sufficient time to lead the program if no effort is listed.  

NIH does list the following on the Policy and Compliance page under Definitions of Criteria and Considerations for T32, T35 and K12 Critiques:

2. Training Program Director(s)/Principal Investigator(s) (PDs/PIs).

T32 and T35.  Does the Training PD/PI have the scientific background, expertise, and administrative and training experience to provide strong leadership, direction, management, and administration of the proposed research training program? Does the Training PD/PI plan to commit sufficient effort to the program to ensure the program's success?

Some institutions specifically mention that T32s are excluded but others seem to take a different stand.  Trying to find the NIH policy that addresses this question but I am not having much luck.
