Hi Lisa,
I have encountered this situation one time in my career and with the written authorization we did not encounter any problems. I did have a conversation with the Program Manager and the Foundation equivalent to
make sure we were all on the same page and had email exchanges as backup.

Subject: [RESADM-L] Federal award used as cost share/match
Hello,
One of our PI’s has received written approval from their Program Manager on a federal award, allowing the award to be used as cost share or match on a non-federal award.
It has been my understanding this is not allowed but am wondering if we can proceed since we have written authorization from the Program Manager, assuming all other cost share requirements are met.
Do we still face the possibility of audit findings if we allow this?
Any thoughts you have would be greatly appreciated.
