Dear Colleagues,

We have a situation in which a Contract Specialist at the Dept of Energy (Office of Science - Integrated Support Center, Office of Acquisition and Assistance) is questioning the allowability of graduate student health insurance for a graduate student who is included on the proposal budget.  

We have never had this type of expenditure questioned by any other federal agency, and A-133 auditors have also never questioned this.  

DoE's stance is that our cost accounting standards do not specifically state that graduate student health insurance is an allowable cost to be charged to a federal grant.  

Does anyone have any help or advice on how to respond to this?
