We have had alcohol on non-federal sponsored grants. There was
specific sponsor approval (i.e. not vague like “you can host a workshop” but “alcohol cost”.) Additionally, we create a sub-budget with a special budget # that the university uses for all alcohol purchases so that it is accounted for.

I wouldn’t allow it without prior written approval from the sponsor, and there would have to be substantial justification that both the event and the purchase
of alcoholic beverages were necessary to fulfill the objectives, complete the proposed scope of work, or in some other significant way directly benefited the project being charged. That keeps me on the right side of both like and unlike circumstances, allowability,
and probably saves me the hassle of having to explain the charge to internal or external auditors.

Dear Colleagues,
I know this is more relevant to private universities and less so to public ones, which I think would have a state rule prohibiting any institutional purchase of alcohol.
What is your institution's policy on charging a reasonable quantity of alcohol for an event that is part of a sponsored project, assuming that the event itself would have been allowable and that the sponsor does not prohibit alcohol expenditures?
Would your institution allow it? Would you require specific sponsor approval?
