For the benefit of the group, I’ll chime in that we are experiencing the same problem here at Penn. Have run into a number of obstacles for correcting this issue.

Subject: [RESADM-L] NSF issue

We just submitted our first NSF proposal since the switch from FastLane to Research.gov.  (NOTE:  We use a S2S and have had no problems submitting grants via grants.gov prior to this week) It made it through all the grants.gov validations, was retrieved by NSF then I got this...

-Error-0086. Your application has been rejected because the Organization referenced on the R&R SF424 with DUNS ID: 054800214 and Organization Name: President and Board of Trustees of Santa Clara College, must currently be registered in NSF's Research.gov System. See Section 6.3 of the NSF Grants.gov Application Guide for additional information. Please register your Organization in Research.gov and resubmit your application.

I called the fast lane help desk (and was on hold for 45 minutes).  When someone came on they said it was because the organization name on the application (President and Board of Trustees of Santa Clara College) did not match the organization name tied to our NSF Organization ID (Santa Clara University).  Apparently, this is a new validation step.

Fortunately, the proposal we were submitting has a target date and accepts proposals on a rolling basis (although our PI is not happy it still is not in).

According to the grants/contract person who contacted me, the process for changing the org name in NSF requires also changing the name on all our currently active awards, requires our legal counsel to provide info, and a host of other requirements.

The more helpful person at research.gov help desk is doing some research to see if there is a way to make that change more easily.

In the meantime, we have a host of CAREER proposals queueing up.

Did anyone else have issues?
