Overview: 

The Grants and Contracts Manager is responsible for pre- and post-award processes to serve researchers and customers and assure compliance with grant, cooperative agreement and PI-driven contract specifications.

 

 Management Responsibilities:

• Oversee recruitment, hiring, salary negotiations and performance review processes for Corporate Grants and Contracts employee(s) as well as site employees on sponsored projects

• Ensure staff demonstrate basic understanding of their job description

• Plan and facilitate individual and team meetings

• Assure all staff complies with Foundation and site policies, procedures and SOPs

• Work with Human Resources Manager to implement new hire procedures 

 

Responsibilities:

• Work with Client Relationship Managers to identify and meet with potential clients

• Conduct targeted funding searches for Geneva’s existing and potential clients

• Hold needs assessment and proposal development meetings with research teams

• Prepare, coordinate and review administrative and budgetary proposal elements (i.e.biographical sketches, facilities and resources pages, budget and budget justifications, etc.)

• Track and monitor proposal status and advise PI on requirements and submission deadlines

• Ensure investigator-driven federal grant and contract submissions comply with applicable representations and certifications as well as agency style guidelines  Prepare and facilitate the responses to Just-In-Time requests, and other actions related to the negotiation of new awards; Serve as Sponsor's POC for award negotiations, and lead all efforts to collect and submit requested information and documents

• Contact clients to discuss team roles and grant management processes (i.e. hiring, purchasing, compliance, etc)

• Hold regular meetings with clients to discuss progress on project, challenges, and questions on upcoming phases (no less than quarterly)

• Review and oversee study start up activities (e.g. initiate agreement drafts, supply & equipment orders, hiring personnel, etc.)

• Review regulatory documents prior to submission to Sponsor for secondary approval (where applicable)

• Ensure compliance with CFR, DoDGAR, FAR, and other applicable regulations throughout the life of the project

• Assist with negotiation, execution, and management of all applicable contract agreements (i.e. DSAs, MTAs, CRADAs, Subcontracts, etc)

• Review correspondence such as requests for prior approval, no-cost time extensions and documentation gathered by Corporate Grants and Contracts employee(s) prior to submission to Sponsor

• Maintain all documentation related to pre- and post-award project activities in applicable document repository

• Ensure timeliness of submission of progress report(s) as required to awarding agency

• Review and coordinate equipment, materials procurement and travel requests

• Ensure equipment is properly accounted for according to applicable federal and/or site regulations

• Review and oversee study closeout to ensure proper closeout (e.g. disposition of equipment, receipt of progress reports, and submission of sponsor-required closeout documents)

• Work with Grants and Contracts Director along with portfolio team to ensure department revenue goals are achieved

• Review budget expenditures and charge requests to ensure compliance with approved budget, PI approval, and applicable regulations governing purchases; Verify that purchase does not require prior approval

• Ensure accuracy of monthly budget reports

• Analyze financial spend-down in conjunction with programmatic progress; Provide guidance to PI should variances be identified

• Prepare annual budget projections for review by the Director each fiscal

 

 Qualifications:

• Bachelor's degree or equivalent work experience required

• 3-5 years' experience in grant or contract administration required

• 3-5 years non-profit, research, or healthcare experience desired

• 1-3 years' experience in staff or project management

• High degree of proficiency with DOD, NIH, and other federal funding agencies’ grant application electronic systems

• Knowledgeable of federal regulations and policies relating to sponsored research including 2 CFR 200 and the FAR

• Familiarity with web-based submission software (i.e. Cayuse 424)

• Demonstrate competence in oral and written communication

• Must be organized, attentive to detail, and possess a positive, friendly and professional demeanor

• Must be flexible with changing priorities and able to communicate in a diplomatic and professional manner

• Ability to exercise independent judgment in fast-paced, high-pressured environment with strict deadlines and to manage multiple projects

• Computer skills including at least intermediate level experience with Excel and other Microsoft Office Software

• Grant writing and management experience preferred

• Health care background and knowledge of military system preferred
