Good morning all:

I know that there are other institutions out there that do have some sort of information sheet regarding this issue.

This is one that was developed for the University of Arkansas.  We have many faculty that don’t understand the difference between a Subaward (the person involved in the project is actually a part of the overall project to achieve the same end result and will most likely produce a publication or be a co-author on said publication) and a Consultant/Vendor (a person that performs a services, i.e. developing a widget or providing results from a survey and will not produce any publication from this information).  I know this is quite general because there can be many other factors involved in the final determination.

I have attached what I use to get the point across so the PI can make a decision on what to do.   Most of the time the PI will ask more questions or give us more information to assist which way to go.  They also know what is involved on the administrative side of preparing the correct type of contract/agreement if the project should receive funding.

I would be interested in hearing about this from the community as well.

We are having quite a discussion in our office over consultant/contractual vs. subaward situation, and I would like to know how this is handled at other places.  Here’s the scenario:

  1. PI John Smith, needs to hire an evaluator for his project.  He knows (or has heard about) a faculty member (Dr. Jones) at a different institution who does program evaluations.
  2. Dr. Smith contacts Dr. Jones who says he is willing to do this.  Dr. Jones says he does evaluations and would do the work for $X,XXX.  Dr. Jones says he get paid directly when he does evaluations and it doesn’t go through his institution.
  3. Dr. Smith comes to you with this information, and says he wants to put Dr. Jones into the budget as a consultant.

What would you do at this point?  Would you budget this as a consultant or does this have to be a subaward?  How do you make the determination?  If you go with the consultant, do you verify this is OK with the other institution?   Does it matter when the evaluation is being done (AY or Summer)?

Feel free to contact me off-list.  As always, thanks for your help.
