Hi, Janis. At CSU, we would ask more questions.
Does Dr. Smith have an on-going relationship with our institution?
Is the nature of the work intended to be this one-time evaluation or on-going?
Will Dr. Smith provide input on the design of the program or scope of work based on his evaluation or will he simply come in during/after the project to perform an independent evaluation?
Who is determining the nature of the evaluation, your PI or the consultant?
Personally, I would be inclined to check with his institution to ensure he can get paid as a consultant for the work, and I would have our PI complete our vendor determination form to have on file.

We are having quite a discussion in our office over consultant/contractual vs. subaward situation, and I would like to know how this is handled at other places. Here’s the scenario:
What would you do at this point? Would you budget this as a consultant or does this have to be a subaward? How do you make the determination? If you go with the consultant, do you verify this is OK with the other institution? Does
it matter when the evaluation is being done (AY or Summer)?
