I have been told for my particular SAMHSA grant that you list the rationale for the carryover on line 12 of the FFR.

We received an NOA for a carryover request on a SAMSHA award. The NOA has special terms and conditions, one of which is:
…grantee is required to provide justification to the GMS through eRACommons for the fringe benefits significant cost increase from….
Where in eRACommons is this to be done? Is it post-award amendment? If so, what type of action should be initiated?
