I received 75 responses total. Here is the breakdown:

48 were public universities; 27 were private universities or research institutions
60 responded yes, they had direct access to salaries (80% of respondents)
Not surprisingly, 90% (43/48) of public universities had direct access to salaries
Only 52% (14/27) of private institutions had direct access to salaries
