I called the help line at the Federal Service Desk and asked for information about submitting my letter early, as I was also worried about turnaround time. I was told that there are two addresses that the letters need to be sent to, and they don't know ahead of time which address you should submit yours to once it comes time to re-register, so no one should send in their letters until after they've re-registered and gotten the formal request for the notarized letter.

It seems you me you could solve this problem by sending the notarized letter to BOTH addresses ahead of time... but what do I know, I don't work for the government.

Based on the information provided at the last FDP meeting earlier this month, the recommendation was to submit the letters ahead of time.  This requirement is not going to be a permanent process, additional security is going to be put in place in the future, though no date yet.
The initial goal was to process the letters within 2 business days, but the rejection rate was high & they are not keeping up with the original estimate.  The list of common errors will be posted at FDP as soon as the list is cleaned up.  At this point, sounds like nobody knows how long it might take to have the letters to be processed, reviewed & approved.
