We don’t allow it. Period. For anybody, really, not just students.
A sponsor may review and suggest changes pre-publication, but the final say must be ours. We generally agree to give the sponsor the proposed manuscript 60 days before publication, and they have 30 days to comment. We allow the sponsor to request a short publication delay for a regular research paper, but nothing delays a dissertation. If we disagree with sponsor comments, we have the right to publish anyway.
We have sometimes turned down funds rather than give true publication approval rights to sponsors. We dig in hard on that.

Subject: [RESADM-L] Publication Waiver practices involving Graduate Students= = = = = =
Hello,
Seeking input from list members on under what circumstances your institution allow a graduate student to be depending upon a sponsored project for their dissertation in which the sponsor must first approve publication?
Thank you for your assistance.
