Hi Angie,

Happy Friday! In all my years of working with Dept. of Ed, which are many, have I ever seen them  allow more than 8% F&A. 
When issuing the subcontract make sure it has a complete scope of work being provided by the sub, the key personnel  and make sure the sub is given the allowable amount of both direct and indirect costs upfront so there is no conflict in the end. If you have received a budget with a higher rate, the person who has provided it needs a bit more education and this is a great way to provide it to him/her. 

Senior administrators have the responsibility to pass along our knowledge to those that are new and have yet to run from the world of private and government funding.

Has your institution received an IES training grant from US Dept. of Ed AND you have or will be issuing a subaward to another entity?  I have a concern regarding allowing the sub use an F&A rate higher than the 8% rate used by Dept. of Ed’s training grants.

Do you mind sharing your thoughts on this? Not sure if this is allowable. What are the post award/auditor’s view on this?
