The Compliance Monitoring Officer (CMO) leads the Monitoring and Effort unit of OGC. The primary purpose of this position is to develop risk assessment metrics and measurements to ensure compliance with federal, state and non-government regulations and requirements governing sponsored activity. As ECU grows its research portfolio it is essential that the university monitors and provides expert oversight of financial and non-financial research compliance actions. The CMO serves as the supervisor/manager for the Monitoring and Effort unit, with two direct reports. The CMO leads the unit in identification of financial and non-financial compliance risks, developing advanced analyses of financial transactions and related actions related to these risks, designing accurate reports that provide OGC, REDE and management centers within ECU colleges, schools and centers/institutes with actionable data regarding effective and compliant sponsored programs management.

The CMO provides a management resource to sponsored program managers by reducing risk, improving day-to-day efficiency and improve internal controls. As this is a senior leadership position in OGC, the CMO utilizes extensive knowledge of research administration and risk identification to assess both potential audit risk and compliance requirements that inform the technical solutions needed to address and mitigate risk associated with sponsored activities. The CMO assesses the potential financial and compliance risk to ECU and implements technical and non-technical solutions to effect improved grant and contracts management. The CMO develops metrics to identify levels of risk, and through highly complex data applications, provides structured data and recommendations for mitigation and resolution. (At department, Hub, Senior Leadership and Board of Trustee levels). The CMO serves as a liaison with Financial Services and Systems Coordination to ensure that all solutions effectively and efficiently meet the needs of multiple audiences. The CMO works closely with appropriate staff within central IT (ITCS) to ensure that data and system security, application development and backup standards and procedures are followed. In addition, the CMO utilizes the staff and services of ITCS accordingly to assist in the ongoing support of REDE. The CMO interacts with a broad range of end user/clients including financial system users, research administration personnel, management and other institutional officers, along with internal, state and federal auditors when required. The CMO manages team members regarding day to day, month-end and year-end administrative operations.

The CMO possesses expertise in research administration and sponsored programs financial compliance and contributes to strategic planning of risk remediation and proactive risk management processes, including recommendations for policy and SOP changes and adjustments based on high level analysis. Specific duties include: - Identify, analyze and assess potential financial compliance risk through knowledge of federal, state and non-government regulations and requirements, and develop data analysis strategies to identify and remediate such risks. - Develop institution-wide metrics for assessment of ECU’s compliance risk. - Develop and implement multiple reports and analyses to provide colleges, schools, institutes and centers with actionable data to achieve risk mitigation. - Develop and implement efficient and accurate effort data and related analyses to meet audit standards and requirements. - Develop and implement management level reports regarding both institutional compliance risk and mitigation and anticipated potential risks for use by the Director of OGC and REDE senior leadership in support of reports to the ECU Provost, Chancellor and Board of Trustees.

 

Minimum Education/Experience Relevant post-Baccalaureate degree required; for candidates demonstrating comparable analysis and assessment experience or professional-level background in sponsored research administration, will accept a relevant undergraduate degree and 3 or more years of relevant experience in substitution. Progressively responsible professional level experience with data extraction, analyses and advanced reporting related to sponsored programs data.

 

Preferred Experience, Skills, Training/Education

Working knowledge of federal, state and non-governmental rules and regulations related to sponsored program funding. Ability to review and distill information from multiple federal, state and other sources to develop reports for senior level personnel. Knowledge of financial systems with emphasis on financial and sponsored programs data. Experience in advanced analysis and programming. Working knowledge of relational database structure to identify, interpret and extract data to fulfill specific reporting needs. Experience in a higher education environment. Ability to work independently, take leadership over assigned projects, be detail oriented and have strong project management skills. Excellent oral and written communication skills. Excellent computer skills with experience in Microsoft Office, Tableau, SAS or SQL Developer and Operational Data Store.
