We have funding from a South Korean University and a South Korean company, but not the government. Nevertheless, we did follow the quasi-normal procedures for a sponsored agreement, (i.e., requested an RFP, sent the SOW/Budget, used their
letter of acceptance as the award vehicle, received the funds through a wire transfer, spent them per the UG, and submitted a final report).
It worked for us since the PI was a graduate of the University and could explain to his peers there how things are done here to remain compliant with federal law. Perhaps a like individual in your institution can make a similar intercession…

Hi all,
Thought I would tap into the collective wisdom on an unusual question. We have a faculty member who will be part of a grant from the South Korean government. For the proposal, we acted like this is a typical subaward. Apparently, they now
want to bypass giving funds through our university, and directly pay all expenses themselves. As the work includes paying a staff member, that will obviously not work.
Does anyone have experience with the South Korean government that they would be willing to share?
