Last year, an investigator submits an application for a NIH R21 grant (Parent R21).  The application is assigned to and reviewed by NICHD.  The grant is not funded.  Now the investigator wishes to resubmit but NICHD is no longer an Parent R21 sponsor.  There is a plausible scientific argument for assignment to a different institute. 

Given that applications are submitted to NIH and not to individual institutes, is there is any question that the next submission qualifies as a resubmission?  Isn’t the real question here a grantsmanship one?
