I’m looking for others’ experiences and institutional practices as background to inform some conversations.

Have you seen the practice of subsidizing a service center with funds from a federal grant? 

For example, if you have an NIH  COBRE (Centers for Biomed Excellence) grant in which the RPPR explicitly states that part of the work will relate to creating and supporting a related service center, how does your institution handle that (or a related) situation?  Would you transfer grant funds to the service center account or transfer expenses from the service center to the grant or what other action have you taken?  Have you obtained NIH explicit prior approval for that action?
