We have a PI in our Medical School who is proposing research to take place in clinical space rather than at the Medical School. We are an institution with a hospital (a separate business unit but still a part of the University of Missouri
System and owned by UM) that is literally attached to the Medical School. This PI is asking to use a separate F&A rate for his research, and essentially one that is considered “off campus” for all intents and purposes. His rationale is that this clinical,
hospital space is not taken into account in our F&A rate negotiation as lab space and not only that, but the facilities costs in this clinical space are recovered through patient costs.
Our stance in the OSPA office has been that there are many activities that take place on campus in areas that are not considered lab space for the F&A rate negotiation (the Economics professor who does research in her office for example),
but we would like to see if there are any other institutions out there who use a separate rate for clinical research at their hospital. One important thing to note is that this is
NOT a clinical trial; we use a 26% F&A rate for our clinical trials but it’s my understanding that this rate was chosen because it is in line with industry standards and not because we are waiving facilities costs for the rationale above.
