I think I’m overthinking this, so I’d like some outside validation (or not) that my gut reaction is correct.
In a recent DoD solicitation, there is a clause that “Extramural organizations must be able to access .gov and .mil websites in order to fulfill the financial and technical deliverable requirements of the award and submit invoices for payment.” My first reaction is simply “Well, duh … we access SAM, and ASAP, and Grants.gov, and Research.gov and others all the time. So yes, we meet this criteria.”
But that seems too simple – if it was that simple why would they include it in the solicitation?
