This is where I would default to the uniform guidance language saying "reasonable and necessary" for the execution of the project. Would you be able to complete the scope of work if you didn't have sunscreen?  Is it required in order to complete the scope of work? A lab coat and/or goggles are necessary and required under most organizations OSHA regulations.
