Job Summary:
The Office of Sponsored Programs (OSP) in the office of the Vice President for Research, serves faculty and staff, in every academic discipline and research area, pursuing research or other sponsored projects
funded by federal, state, or private and non-profit entities.
Consistent with the University’s vision and mission, the purpose of this position is to provide support to University faculty and staff in their pursuit of external funding to support their research and other
sponsored activities. In doing so, this position will provide administrative pre- and non-financial post-award support to faculty across the University. This position interfaces with multiple electronic systems to submit proposals, receive awards and request
modifications. The person in this position is expected to be a content expert and to provide competent advice to faculty and staff in interpreting sponsor guidelines, University policy and procedures, state and federal law, and industry best practices.
The ideal candidate has demonstrated knowledge of sponsored research administration in an academic or non-profit setting, including policies (e.g., intellectual property rights, publications, and academic
freedom) and best practices.
Duties & Responsibilities:
Proposal Review, Submission and Compliance
- Support faculty with the preparation of application materials for external funding when necessary.
- Provide guidance to faculty in managing timelines and competing sponsor deadlines.
- Ensure applications for external funding are in compliance with all applicable regulations and funding requirements.
- Support incoming and outgoing faculty with the transfer of sponsored agreements to and from the University.
- Act as university authorized official for proposal submissions and as a liaison to sponsoring agency representatives on behalf of the faculty.
- Assists Faculty with JIT and other post submission actions.
- Experience with the use of electronic submission systems Grants.Gov, NSF Fastlane, eRA Commons, etc. required. Preferred experience with Cayuse or similar grants management
system (InfoEd, Koali/Coeus, etc.)
Award Negotiation, Execution and Management
- Experience reviewing and negotiating applicable federal statutes and regulations including a strong understanding of laws and regulations related to sponsored activities
- Understanding of FCOI, IRB/IACUC/IBC, Data/Privacy, FAR/DFAR, Export Controls, etc.
- Negotiates, drafts, and executes incoming and outgoing contracts, agreements, and amendments in accordance with UoM policies and procedures and federal regulations
- Handles research related contracts with corporate counterparties including sponsored research agreements, service contracts, intellectual property management plans, NDAs/Confidentiality
Agreements, Data Use Agreements, et. al.
- Drafts contracts and subcontracts utilizing existing UoM templates.
Develops contractual language and clauses necessary for unusual services or research and development contracts. Obtain concurrence of Legal Counsel, when needed.
- Analyzes and interprets federal and state regulations, sponsor requirements, University policies and procedures and applies to contract language.
- International contracting experience preferred.
- Analyze research project budgets and payment schedules for compliance with UoM policy and federal/state regulations and to ensure that the appropriate rates (indirect
cost rate and benefit rates) are appropriately applied and personnel cost and other charges appear consistent with the scope of work.
- Manages all non-financial, post award administration such as NCE, Carry-forward, closeout, etc.

- Excellent written and verbal communication skills required. Must effectively manage multiple priorities in a fast-paced, time-sensitive, customer service environment. Must
have a strong commitment to providing professional, timely, efficient, and courteous service to the university research community.
- Effectively contribute to the on-going improvement of OSP processes and systems and outreach, education and training initiatives.
- Ability to thoroughly think out and evaluates alternatives, innovative problem resolution, pro-active approach, initiative to resolve problems.
- Capable of working with minimal direction and supervision, timely completion of projects, makes time for unplanned assignments, adapts to changing priorities.
- Must offer effective analytical and creative problem solving skills and the ability to manage a high volume of work in a fast-paced, deadline driven work environment.
- Maintains accurate and complete files and records for workload portfolio

EDUCATION:
Bachelor's Degree in relevant field and substantial and relevant experience in research administration, contract negotiation and/or an equivalent combination of related education and experience.
