Contract Administrator (Position #108378):


Summary: In the Office of Research Administration, the Contract Administrator (CA) will review grant and contract proposals for compliance with University policies and sponsor application guidelines and regulations prior to submission. The CA interprets pre-award and post-award university and sponsor guidelines to faculty and staff and acts as the liaison between University principal investigators, departmental administrators and sponsoring agencies to resolve problems and answer inquiries regarding policies of the University, funding agencies or subawardees. The CA will advise departmental administrators and faculty on agency guidelines and policy changes. The CA analyzes sponsored awards (grants and contracts) for compliance and consistency with federal and state laws and regulations, University policies and practices, research compliance restrictions and guidelines, financial and academic requirements, and agency policies and procedures and negotiates any necessary changes with the sponsor. This position is also responsible for entering proposal and award data into the University’s research administration system of record. The CA assists in solving problems related to the administration of awards throughout their life cycle.


Minimum Qualifications: Bachelor’s degree required.  A minimum of three years’ experience in the field of grants/contracts administration, preferably in a higher education environment, or business or related field. Working knowledge of the Uniform Guidance, OMB Circulars A-21, A-110, A-133, Federal Acquisition Regulations (FAR), and other regulations governing sponsored awards. Working knowledge of subaward principles and procedures. Ability to use multiple software systems. Strong verbal and written communication skills. Ability to use analytical and creative problem solving skills. Ability to work independently and part of a team to meet expected deadlines and schedules. Proficient with Microsoft Office tools (e.g., word, excel). Excellent customer service and interpersonal skills. Extremely organized with a high attention to detail.


Preferences:

• Ability to demonstrate initiative and resourcefulness preferred.
• Contract review and negotiation background preferred.
• Certified Research Administrator (CRA) – Preferred, but not required
• Certified Pre-Award Research Administrator (CPRA) – Preferred, but not required

eRA Specialist (Position 106613):


Summary: The Office of Research Administration (ORA) provides pre-award and non-financial post award administrative services for sponsored projects at the University of Maryland. In addition, ORA collaborates closely with a number of other central offices to help ensure the effective overall coordination of research administration services, systems, policies and procedures.

The eRA Specialist provides Information Technology support, account setup, and training for ORA, UM faculty, and staff on electronic proposal preparation and submission, and the submission of technical reports into the myriad of post award management systems developed by Federal agencies and other sponsors. Develops and delivers training for ORA staff in the use of desktop software applications. Creates informational handouts and develops training materials on eRA systems and disseminates those to campus as needed, including deploying them to the eRA section on ORA’s website. Responsible for keeping the eRA section of the website up-to-date with the latest information on sponsor eRA systems and distributing new information to ORA and the UM campus. Provides support for ORA, UM faculty and staff in proposal creation, routing and submission to sponsors using Coeus/Kuali Research.


Minimum Qualification: Bachelor’s degree required. Three years of experience including but not limited to customer support, training, systems management, and research administration. Must have excellent knowledge of current Microsoft Windows and Apple operating systems, the Microsoft Office Suite (eg word and excel) and Adobe Acrobat Professional Suite. Proficiency in the use of systems for delivery of web-based training. Proficiency in the following areas: verbal and written communication skills, strong interpersonal skills, organizational skills. A strong customer service orientation in a deadline driven environment is essential. Ability to be flexible and adaptable to change are required. Ability to effectively manage multiple tasks and projects in a fast-paced environment. Ability to work both independently and in a team.


Preferences: Experience in pre-award functions in a Sponsored Projects Office and/or higher-education working environment is highly desirable. Experience using electronic submission systems (Grants.gov, FastLane, NSPIRES, etc.) is preferred. Familiarity with federal sponsors’ policies, regulations governing sponsored projects, and federal sponsor submission systems and regulations are also desirable. The ability to take initiative to seek out solutions to identified needs is preferred.
