Michael is correct. It's rare that NSF would allow a subcontract to a national laboratory. They're generally not permitted to be the lead institution; thus, not allowed to be a subcontract either. As for salaries, it's more likely due to not wanting any of their peers to know their salary. That's been my experience having worked at a DOE national lab for a number of years. They should be able to give you the details, though.

Hello all,
We are trying to put together a grant for NSF that has a national lab as a subcontractor. Because of the Privacy Act, national labs do not give out salary and fringe information which is needed for the budget in Fastlane. Has anyone encounter this and if you have what solution did you arrive at to make it work? Any input would be greatly appreciated.
