As for salaries, it's more likely due to not wanting any of their peers to know their salary. That's been my experience having worked at a DOE national lab for a number of years. Before you get too far along with that, make sure your PI has discussed the situation with the cognizant program officer first! Per the PAPPG, Chapter I, Section E.7, “NSF does not normally support research or education activities by scientists, engineers or educators employed by Federal agencies or FFRDCs.” If the program officer hasn’t been notified and given permission beforehand, NSF will almost certainly return the proposal without review.

 

That said, assuming you’ve cleared that hurdle, they have to give you a detailed budget to submit with the proposal. Otherwise you can’t properly cost the project. If they insist on keeping their salary rates private, there is a mechanism for submitting that information as a single-copy document with the proposal—but they have to disclose the details to you as the pass-through entity.

Hello all,

We are trying to put together a grant for NSF that has a national lab as a subcontractor. Because of the Privacy Act, national labs do not give out salary and fringe information which is needed for the budget in Fastlane. Has anyone encounter this and if you have what solution did you arrive at to make it work? Any input would be greatly appreciated.
