The two universities I’ve worked for would track it as a voluntary committed cost share and it needs to be reflected in effort reporting/account setup (if in budget justification)- a sort of
contractual obligation if you will. If not in the justification, it’s voluntary uncommitted cost share and not tracked.

Larger question to the listserv: If you list a specific amount of effort in the justification and the PI is not requesting any salary, does your institution consider

We have questions on budget justifications come up time and again at our institution. If you think about the purpose of the justification, it's to justify the
costs requested in the budget. If the PI is not requesting salary, it doesn't make sense to list them in the justification. However, NIH has a policy that senior/key personnel must devote measurable effort to a project, whether or not compensation
is requested. So yes, you should list them in the justification for NIH.
Also, the justification as another place (in addition to the research plan narrative and biosketch) to explain each person's roles and responsibilities, while touting his or her experience relevant to their project role(s).
