I’d argue that those costs fall under the UG’s definition of participant support and should, therefore, be excluded from the IDC base. Doubly so if your institution’s NICRA excludes participant support costs from the MTDC base.

Subject: [RESADM-L] TRIO budget

 

TRIO is a DoEd program and uses the 8% IDC training rate. We have a proposal that includes students in a residential program over the summer. We have budgeted housing and meals. Question: would you include these costs in the IDC base or exclude them? The instructions only mention training stipends, tuition, and related fees. Note: we are also paying a monthly stipend and have excluded this amount.
