The iPads are not a capital item so there is no ownership transfer question. They are considered expendable from the sponsors perspective. Their value for use in a subsequent project is something to consider before leaving them at the other schools.

You definitely can not give sponsor money to the schools to make the purchases unless you include that line item in sub awards to those schools. It is much easier to include that in the prime awardee's budget as noncapital or technical supplies, however your institution categorises it.
