At OSU we set up a preliminary project number and allow pre-award spending on it, but the PI and department chair have to sign a form saying they’ll bear all the costs charged should the funding fall through.
There are no specific date/amount limits set by Office of Sponsored Programs, the risk is the department’s to bear.

All:
I’m at the departmental level and my team would like to know how other universities fund spending BEFORE a grant is fully funded. They are looking for the policies and solutions folks have for accessing the promised funds before the final
granting. Here at VT, we have a “letter of guarantee” that allows a department or college to underwrite pre-spending for up to 30 days. They’d like to know if there are other methods for doing this.
They put special emphasis on how other large land-grants handle this – but I’d personally find all replies useful!
