You could look the same way at the number of years requested in a NIH grant budget. Maybe the PI is sure that the work will only take 42 months. Do you ask for only 3.5 years? I think we are dealing with 1)
the federal government’s desire to support the research enterprise at universities generally via the support of specific projects and 2) consideration of how the unconventional affects review.
Has anyone ever submitted an R03 application that requested only 25k for a single year?

One analogy I’ve used for modular budgets is to think of it in terms of a high roller casino where bets are only accepted in $25K denominations. It may be that $49K would be enough winnings to fund whatever
it is you want, but the house will compel you to wager $50K so that they don’t have to bother with odd amounts. In a sense, this is what NIH did after assessing the cost of handling detailed budgets less than $250K per year. The savings to them compels you
to round up, regardless of the true cost. Of course you aren’t compelled to spend it all, but as Pattie so wisely notes, there always seems to be unforeseen and allowable costs.

We always calculate off of the module, but we also adjust the Total Direct request to meet the full $$$ amount. In this case $50,000. (Add the $59 to lab supplies or another line item. There are always disposables
etc. needed.)

Hi all,
Question regarding modular budgets and F&A calculations on a budget that has
no exclusions from the base…
Example:
Total Direct Cost: $49,941
Module Request: $50,000 (nearest module)
Do we calculate F&A off of the
Module Request ($50,000) or our Total Direct Cost amount ($49,941)?
Note: there is nothing to exclude from the base (no tuition, no patient care, no equipment etc.) I know that if items are excluded in accordance with your approved F&A rate agreement you take the MTDC
base and calculate the F&A from that amount for a modular budget.
