The policy uses prioritization* for late proposals (i.e. lower priority given to those that are late as compared to those on-time) and “at-risk” proposals (i.e. a completed proposal not receive in OSP before the day the proposal is due) requires a Research Dean approval before we would work on it.

* In order to provide the best service possible, OSP has a “10:6:3” proposal preparation policy. “10:6:3” means that the solicitation, if applicable, should be provided to OSP at least ten (10) business days in advance; the final budget for OSP review at least six (6) business days in advance; and the complete proposal for submission three full business days (3) before the submission deadline.

Attached are the official policy from Temple University (PDF) and the timeline for my specific college (Word).  We have two deadlines

 

-         5 business days for all approvals on the budget, justification, abstract and any administrative documents (subawardee docs, forms that sponsored projects will need to sign, etc)

-         2 business days for the full application to be submitted to sponsored projects for review

 

We have the send a “deadline waiver request” to the Vice Provost for Research when we will miss a deadline. For our college, we have implemented a procedure where the request must include the reason for the delay and the importance of the project. It has been very helpful in our college, because we have deans who support this process. Of course, they are always approved. But most PIs don’t want to lose political capital by requesting a waiver.

I need a list of five major research universities that have an written established proposal deadline policy that you can share.   I am looking for universities that actually enforce their policy and or require the PI to obtain approval if they cannot adhere to the policy.   My administration is discussing this in the next day or so, so I need this right away.   I have a policy from Harvard and the University of Washington.
