JOB SUMMARY: Under minimal supervision, provides leadership in development of externally funded grants and contracts; update and implement policies and procedures to promote grant proposal development; and oversee management of all grants and contracts awarded to Denver Health. Responsible for establishing and directing all processes, policies, procedures and strategic objectives to develop, enhance and promote research and grant administration activities internally and in collaboration with other Denver Health and external organizations (both public and private). Provides leadership, vision, and strategic direction to SPARO as well as its operational/support associated departments.
MINIMUM QUALIFICATIONS:
Education: Master’s degree in related field such as Business Administration, Accounting, Public Health Administration, Health Policy, Statistics, or Social/Behavioral Sciences.
Experience: Typically eight years of experience facilitating research administration and strategic development within a large organization. Administrative experience should include oversight of human subjects, public health and epidemiological research programs, preferably with multi-center or inter-organizational collaborations. Five years of experience in progressively responsible management activities including administration, budget development and oversight, human resources management, liaison activities, and strategic leadership.
Knowledge, Skills & Abilities: Experience and extensive literacy regarding federal Uniform Guidance regulations, 45CFR75, and other grant and contract practices, regulations and policies. Position also requires Knowledge of 45CFR46 and experience with Institutional Review Boards and a desire to work closely with an increasingly diverse community of faculty, staff and administrators in the administration of a varied and growing portfolio of external grants and contracts. Ability to lead the development/implementation of grant and contract related policy or procedure changes and serve as the primary point person on grant-related accounting matters and financial compliance issues. Possesses business and leadership skills and demonstrates the ability to collaborate and foster inter-organizational relationships. Demonstrate ability to plan, develop and implement organizational operational policies, strategic objectives and initiatives. Ability to development and attainment of long-term and short-term financial, operational and strategic goals. Proven ability to lead in a complex business and compliance environment and has directed and mentored the work of others (managers, directors, physicians). Ability to oversee the fulfillment of contractual agreements with governmental and corporate clients. Demonstrated ability to produce workable solutions to challenging situations. Ability to analyze and interpret data, financials and reports. Effective written communication skills and verbal communication skills including one-to-one, in small groups and in public speaking contexts.
Certificate/License/Registration: Certificate in Research Administration (CRA) preferred.

30% Administration of Research Operations
· Oversees management of time keeping and payroll functions
· Oversees performance of staff assigned to projects and responsible for ongoing evaluation and annual appraisals
· Develop and monitor a system to assure timely completion of requested deliverables for specified grant and project submissions
· Directs, organizes and plans the daily operational activities of the SPARO staff to support preparation and submission of accurate and compliant funding proposals to federal and non-federal granting agencies
· Oversees processes for data management, including data collection, verification and analysis
· Responsible for final review of reports to federal agencies and other sponsors
· Conducts assessments and improvement/development plans to enhance the coordination and efficiency of research operations
· Liaises with Colorado Multiple Institutional Review Board (COMIRB) on all matters relating to clinical research conducted at Denver Health
· Interprets federal and state acquisition and compliance regulations and policies, and provides technical assistance as needed
· Represents DH and serves as liaison with funding agencies (federal government, state government, private foundations, and companies)
· Serves on Sponsored Program and Research Committee
· Serves as Authorized Organization Representative
· Maintains and revises existing policies and procedures
35% Contract Management
· Responsible for oversight of all sub-recipient agreements, vendor agreements, and grants for institution
· Responsible for contract negotiations, both for funded and unfunded agreements
· Conducts budget negotiations and finalizes and administers complex industry sponsored project agreements
· Negotiates intellectual property and publication rights, confidentiality, indemnification, jurisdiction/governing law, and payment terms
· Identifies contractual and policy issues regarding compliance, conflicts of interest, and accounting while raising issues to appropriate Legal officials and providing follow through until resolved
· Resolves contractual problems that develop during course of projects by consulting with investigators, staff and sponsors
· Reviews and revises standard agreements to reflect changes in DH policies, Federal regulations, and laws
· Manages DH agreement performance metrics
10% Financial Management and Development
· Develop and manage department annual budget and allocate funds to accomplish objectives
· Responsible for overall expenditure control
· Implements systems to optimize ability to achieve budgetary success
· Counsel direct reports in their budgetary management responsibilities
· Guide grant analysts in complex multicenter budget development
· Build clinical trial agreement budgets; ensure that they are financially feasible before negotiating with sponsor
10% Research Compliance Oversight
· Maintains knowledge of policies and procedures, and applicable regulatory requirements and accreditation standards
· Ensures research administration activities are compliant with the funding agency, state, federal, statutory and regulatory standards
· Collaborates with Directors, Scientists and Physicians in management of activities including a risk management process and compliance reports
· Accountable for creating a culture of compliance, ethics and integrity
· Responds appropriately, including required reporting, to observed fraud or abuse
· Serves as Chair of Research Compliance Committee
· Serves as Member of Compliance Committee
10% Strategic Planning and Development
· Pursue collaborations with members of other departments within DHHA, or with outside agencies
· Work on DH initiatives such as Joint Research Taskforce
· Implement continued work on streamlined processes, applying technology to work smarter, reporting performance metrics, updating the roles and responsibilities matrix, and website maintenance
· Recruit and retain SPARO employees with continued employee growth
· Maintain onboarding and staff training program
2% Continue professional development and provide employee training and development
· Maintain knowledge and skills in research administration and operations
· Conduct training sessions for research staff and fellows related to administrative activities
2% Actively seeks and contributes to continuous improvement efforts
· Review and critically evaluate departmental operating procedures and proposes potential improvements including 5S and LEAN tools
