Overview: The Regional Grants Director (R-GD) oversees the Foundation’s federal research grant award portfolio for a defined regional area. The R-GD leads a team of grant management professionals and support
staff dedicated to high quality service related to grant proposal development, submission, and research award administration for a large portfolio of grants within their assigned geographic region. The R-GD ensures that the regional team’s project proposals
and the execution of funded research complies with necessary federal and sponsor requirements. Plans and manages growth strategy and operations, and establishes performance goals. Collaborates with other R-GD(s) and department director to develop and execute
departmental strategic planning in line with the organizational priorities, balancing programmatic obligations with organizational needs while employing accurate fiscal management and sound reasoning and decision-making.
This is a full-time, permanent position located at Walter Reed National Military Medical Center in Bethesda, MD.
Principle duties and responsibilities include, but are not limited to, the following:
Qualifications:
•Bachelor’s degree or equivalent work experience required, Advanced Degree preferred
•5+ years of experience in proposal development/research administration preferred
•5+ years of non-profit or healthcare experience desired
•5+ years of experience in planning, organizational, and communication skills
•5+ years of experience managing a team of managers and professional staff
•Demonstrated strong understanding of OMB Circulars A-110, A-122 and A-133. Knowledge of OMB Uniformed Guidance super circular.
•Demonstrated competence in oral and written communication
•Must effectively cope with change, be attentive to detail, and be able to create a climate in which people want to do their best
•Ability to execute the vision of the organization in response to changing conditions
•Ability to provide strong leadership, innovative thinking, creative planning, and effective motivation
•Ability to be flexible with changing priorities and available to interact with employees, clients and sponsors of all levels
•Ability to exercise independent judgment in fast-paced, high-pressured environment with strict deadlines and to manage multiple projects
•Ability to work in a team environment and communicate effectively with all levels of the organization
•Ability to develop strong trusting relationships in order to gain support and achieve results
•Computer skills including at least intermediate level experience with Excel and other Microsoft Office Software such as SharePoint, and Adobe Acrobat software.
General Management Responsibilities:
•Provide technical direction and overall supervision and guidance to managers and staff to ensure optimal performance
•Assure all staff complies with Foundation and site policies, procedures and SOPs
•Establish practices to promote accountability and compliance with sponsor terms and conditions, all federal, state and governing regulations/laws and requirements
•Develop, manage, and mentor staff by providing training, guidance and feedback through reviews, regular one-on-one meetings and constant communication
•Build a sustainable regional portfolio of sites, investigators, and research programs in line with the growth goals of the organization
•Collaborate with department leadership team on the development and documentation of policy and best practice guidelines and internal controls
•Provide input to Department Director and/or President to strategize responses to the business needs of Geneva’s customers
•Provide day-to-day leadership enabling the regional portfolio to achieve profitability, cash flow, research and business goals and objectives
•Work with department leadership team to develop and implement plans for department systems, processes and personnel design
•Ensure the staff provides high quality assistance in support of the development and execution of research programs
•Provide guidance and motivation to managers towards meeting revenue goals
•Oversee staffing, hiring, salary negotiations and performance review processes for department staff
•Conduct counseling, corrective action, up to and including termination, as needed with Human Resources and senior leader approval
Responsibilities:
•Research, compile and analyze information on potential extramural funding sources and opportunities from government agencies, foundations and corporations
•Certify all investigator-driven federal grant submissions include compliance with applicable representations and certifications as well as agency style guidelines in the absence of Senior Grants and Contracts Managers
•Ensure compliance with all federal fiscal and programmatic requirements for research administration, both pre- and post-award activities
•Collaborate with department leadership team to develop business opportunities and strategic relationships within the DoD, universities, other non-profits, and industry
•Coordinate regional team’s participation in Grants and Contracts Department’s audits including fiscal, programmatic, and accreditation
•Provide direction and compliance with all yearly Grants and Contracts Department activities such as property inventory, diversification look-back, etc.
•Develop and manage regional portfolio and G&A budgets; track monthly budgets to compare projections versus monthly income and expenditures
•Review all outgoing subaward agreements, vendor agreements and Independent Contractor agreements, as well as highly complex agreements, including material transfer agreements and clinical trial agreements; negotiate
appropriate terms and conditions
•Work with Controller to review subrecipient audit certification letters with findings, perform a risk analysis of subrecipient, and take appropriate action
•Work with Controller to ensure timely, accurate budget reports for Grants and Contracts and field personnel, and Principal Investigators
•Work closely with Controller to oversee Grants and Contracts Department financial practices in support of research administration
•Ensure proper internal and external controls are maintained to satisfy fiscal responsibilities as a research organization and sustain Geneva’s clean audit record
•Work with Controller to prepare annual indirect cost rate and fringe rate estimations
•Ensure internal processes are followed to maintain and promote internal and external controls for timely, accurate and complete reports on the financial and programmatic condition of the Region’s award portfolio
•Implement strategic priorities as approved by the Board of Directors
•Participate and collaborate in the long-range financial planning for the Foundation to include the development and management of the Department budget
•Ensure Geneva’s research services meet standards of quality, efficiency and cost effectiveness
•Balance limited resources to maximize financial performance, customer satisfaction, employee commitment, and ethical outcomes
•Maintain and promote Geneva’s core values of Integrity, Superior Service to Customers, Quality, Teamwork, Innovation, and Respect for All
•Possess a working knowledge of The Geneva Foundation’s Employee Handbook and Standard Operating Procedures (SOPs) as applicable
•Remain accessible and accountable at all times during work hours and collects messages at least twice daily
•Return telephone messages within 24 hours of receipt; return email messages in a timely manner as appropriate
•Comply with the dress code of The Geneva Foundation and assigned duty station
