We are comfortable submitting a proposal for a new faculty who has not arrived yet, as long as the Chair approves it and we have confirmation that the appointment has
been finalized. However the new faculty start date should be before the start of the project.

Subject: [RESADM-L] PI changing institutions right after submission date
Hello Everyone,
I have a quick question to pose to the group. We have a situation of a new faculty member start date of July 1. He is interested in the June R15 deadline. His current, soon to be former, institution is not eligible for R15’s. What is your
opinion on his submitting through us, his new institution? Is that even allowed since he will not technically be employed by us until just after the submission deadline?
