Sure, the way it was couched by the person who asked I believe was to build infrastructure for research through adoption of an eRA system.  Obviously this is NOT FastTrak specific, you could choose any eRA system, she picked us because I believe she liked the price and the functionality but there are lots of options out there.  If you need a list we have a product comparison chart on our website http://moderas.org/content/Research-Administration-Software-Comparison which has the most well known names.

I ran across this opportunity in Kwest (http://kwest.moderas.org/) and wondered if if was widely known that NSF is providing funding that could be used to enhance your research infrastructure or at least it appears so based on the synopsis

 "The Research in Undergraduate Institutions (RUI) and Research Opportunity Awards (ROA) funding opportunities support research by faculty members at predominantly undergraduate institutions (PUIs).  RUI proposals support PUI faculty in research that engages them in their professional field(s), builds capacity for research at their home institution, and supports the integration of research and undergraduate education. ROAs similarly support PUI faculty research, but these awards typically allow faculty to work as visiting scientists at research-intensive organizations where they collaborate with other NSF-supported investigators."

We ran across this because someone was submitting a grant application to NIH on a similar opportunity (which is currently closed  to more applications I believe) to fund their FastTrak (http://moderas.org/FastTrak) implementation as part of their proposal.
