Jennifer - it depends (like everything in RA!).  standard modifications, no cost extensions, task orders and the like are handled as a business function of the research office.  anything that is non-standard (changes IP terms, adds a T or C not in original contract, etc) would go through legal and in some cases, our office of tech transfer.
