Hi Carol-Ann,
I did a U19 and had the same problem. I ended up putting “.01 effort month” in each spot where there was only a sub being passed through and it accepted it.
I was working with a non-profit, however, who wasn’t concerned about the additional effort (for effort reporting). I’m happy to help with any other questions.

Good Afternoon,
We are in the process of preparing a U19 application in the ASSIST module and have encountered an issue.
We have a few modules where George Mason University does not have any Senior/Key personnel effort on the on the Core or Project because all the work is being done by a consortium/subcontract.
When we validate the Core or Project that has the Senior/Key Personnel with 0 effort we get the following error from ASSIST:
On the GEORGE MASON UNIVERSITY budget for Budget Period 1, Senior/Key Person must include effort of a value greater than zero in calendar months, academic months, or
summer months. Note: use either calendar months or a combination of academic and summer months. For information about calculating person months, see

We could not find any requirement for the lead institution to have effort for a Senior/Key Personnel for all projects and cores. Have we interpreted this incorrectly?
If there is no requirement for effort, how do we enter the information into the ASSIST system?
We appreciate any guidance you can offer.
