Hi Janet --- from the NIH Senior/Key Personnel FAQ (http://grants.nih.gov/grants/policy/senior_key_personnel_faqs.htm#1658):

Is prior approval from NIH required for a change in status during a no-cost extension?

Subject: [RESADM-L] Time Commitment on NIH No-cost Extensions

I am doing the other support balancing act for NIH and have a question.

The PI I am working with is in the NCE year of a R21, in which his funded commitment was 15%.  He is done with data collection and analysis, and this NCE year is being used to write manuscripts and write up  final reports.  When we reduced his time to 5% on the Other Support the GMS questioned it and said we cannot reduce time on a NCE over 25% without prior approval.  I checked the grants policy guide, which says NCEs cannot have a change in scope, but says nothing about change in time commitment.

Words of wisdom from the sponsored research community?

Thanks!
