See 8.1.2.6 of the Grant Policy Statement.    Generally it is believed that a significant reduction in effort technically constitutes a  change in scope.    While the PI may reduce effort with the proper justification, prior approval from the program officer is required.

I am doing the other support balancing act for NIH and have a question.
The PI I am working with is in the NCE year of a R21, in which his funded commitment was 15%.  He is done with data collection and analysis, and this NCE year is being used to write manuscripts and write up  final reports.  When we reduced his time to 5% on the Other Support the GMS questioned it and said we cannot reduce time on a NCE over 25% without prior approval.  I checked the grants policy guide, which says NCEs cannot have a change in scope, but says nothing about change in time commitment.
