We had the same problems working on an FP7 program as  Debbie mentioned in her email below: the FP 7 program required an EU compliant financial system, EU certified audit and EU compliant labor/effort reporting system. In addition, we were not allowed to include sales tax in our expenditures. I have not had a chance to read the Horizon 2020 guidelines in detail yet but it is on my summer reading list.

I found it is less a matter of standard terms (IP, publication etc) and all about the systems compliance / audit requirements.  I am currently waiting to hear back from the EU to see if the new Horizon 2020 program made changes from the FP7 program. The previous FP 7 program required an EU compliant financial system, EU certified annual audit and EU compliant labor/effort reporting system.
