I guess the bigger question, Is there a work requirement for REUs? If so, then it is appropriate to pay the student through Payroll. If not, then it would not
be appropriate to pay the student through Payroll. If there is no work requirement, then to me it should be considered Financial Aid. Therefore, REUs would be paid through Payroll if work related and through Financial Aid if non-work related. What is your
understanding of how REUs should work?

We let the department decide how to pay REU stipends. If they choose non-payroll, they go thru Accounts Payable via stipend payment form.

I am curious how other schools pay undergrads on REU grants... do you pay them as wages or stipends subject to taxes or as fellowships not subject to taxes.
