Job Description
The Associate Director OSP-directs and coordinates the day to day management of all sponsored program administration functions including but not limited to staff supervision and management, maintaining appropriate workload activities, and
quality control.
Job Duties
1. Proposal Preparation: Advise, review and assist in the development of all required submissions for new and continuation proposals submitted by TXSTATE faculty and staff to various funding agencies. Ensure that proposal information is
prepared in compliance with proposal submission guidelines. Coordination with principal investigator to ensure inclusion of appropriate supporting documentation as required by sponsor. (i.e. Proposal Review Form, PI eligibility, IDC waivers, Agency forms,
commitment letters, etc.)
2. Daily maintenance of SAP and Proposal Management System: Oversight of institutional profile information and human resource interface to ensure university compliance. Daily maintenance of proposal and award data to ensure compliance with university policies
and to allow for concise reporting of university activity.
3. Technical working knowledge of system-to-system submission portal in proposal management system as well as electronic proposal submission portals outside of university's proposal management system.
4. Knowledge of reporting and compliance issues: financial, effort, human subjects, export control, homeland security, etc.
5 Communication Skills: Articulate and explain issues; develop and present training on selected topics, build relationships with faculty, staff and other contacts; advise and make quality recommendations on a wide range of issues; provide superior quality of
customer care and service.
6. Preparation and delivery of award package to post-award contact, post award establishment of expenditure accounts.
7. Standard Office Practices: use of equipment, proposal management system and SAP data update, SAP information retrieval, timeliness of telephone and e-mail responses.
8. Manages workflow of pre- and post-award staff to ensure timely proposal submission, individual sponsored program activity, invoicing, reporting and job equity.
9. Professional Development and Continuing Education: Maintain and improve on a thorough knowledge of existing and changing federal, state, local, system, and university guidelines, policies, procedures and regulations; awareness of current issues, events and
trends in the industry.
10. Attend meetings to acquire and exchange information.
11. Assist all faculty and staff with locating resources required for proposals and budget prior to submission, (i.e. tuition rates, dorm room availability and annual rates, etc.)
12. Office policies and procedures: assist in development and maintenance of pre- and post-award policies and procedures.
13. Prepare customized reports as requested.
14. Other duties as assigned.
REQUIRED Qualifications:
Ability to work as a team member with not only OSP staff, but with other administrative staff across the university, and with faculty, chairs, deans and directors
Ability to handle multiple priorities and to work comfortably in a fast-paced, deadline-driven environment
Years management experience
Knowledge of Federal Guidelines such as OMB A-110, OMBA-21, EDGAR, CFR 34, CFR 48 part 99, and Federal Acquisitions Regulations
Sponsored programs administration experience
Good communication skills, both oral and written
The ability to work with demanding deadlines
Experience preparing and delivering training programs
Excellent organizational skills
Strong customer service orientation
Bachelor's degree from an accredited college or university
Preferred Qualifications:
Certification in Research Administration (CRA) or similar training courses
5-7 years of sponsored programs administration experience
Knowledge of contract terms and conditions
Experience with online research administration: on-line funding opportunities databases, electronic submission application processes (such as NSF Fastlane, Grants.gov, Kuali COEUS),
Other computer experience: Internet resources, word processing software, computer software programs such as Excel, Word, Netscape, Firefox
Knowledge of university policies and procedures regarding grants and contracts
Advanced Degree (Masters, PHD)
Experience in an institution of higher education
Experience in a State of Texas agency or institution of higher education
1-3 years management experience
3-5 years of sponsored programs administration experience
