We ran into the same issue and turns out it has to be corrected by the NIH Program Official. If the protocols are refreshed, the link [for G.4.b Inclusion Enrollment Data section]
will become available in the PI’s e RA Commons account and will become visible under G.4.b of the RPPR. The PO has to refresh the links by logging into the Pop Tracking Module. They must then enter the IC and Serial Number, Run Query. Under the Action Column,
select the Refresh Grant.
This has solved the issue each time!

Subject: [RESADM-L] RPPR report - no enrollment to date
Hi all,
We have an RPPR report due in which there is no enrollment to date. The PI is receiving an error which states, “"Section G. Special Reporting Requirements: (ID: 201320) G.4.b. Inclusion enrollment submission is required. (ID: 201872)."
The program office informed us that "If inclusion monitoring is required, but inclusion enrollment data records from the previous support year do not exist, a default inclusion enrollment data record is created for the RPPR. Additionally,
an email notification is sent to the NIH Program Official associated with the RPPR."
However, this has not yet occurred. It would seem that there would be an option to indicate that enrollment data do not exist, thereby creating a default enrollment record, but this doesn't seem to be the case.
Any thoughts on how to proceed?
