The standard format for Congressional districts is the two-letter postal service abbreviation for the state followed by a hyphen and then a 3-digit number with leading zeroes if the district
is only one or two digits—as in the Kentucky example below.

Congressional Directory or http://www.house.gov/
to search for your Congressional District by entering your zip code + 4. If you do not know your zip code + 4 you may look it up by visiting:
http://zip4.usps.com/zip4/welcome.jsp.
Congressional Code format - 2 character State Abbreviation - 3 character District Number. Examples: CA-005 for California's 5th district, CA-012 for California's 12th district.
Use 00-000 for programs/projects outside the US.

Hmm,
Typically we enter the congressional district for us as such:
KY-005 (this is the 5th congressional district in Kentucky).
Not sure if other states have a similar method.

Subject: [RESADM-L] NIH AREA application error
This morning I submitted a proposal for a NIH AREA (R15) award. It received an error regarding the congressional district. We are Oklahoma district 2. I originally
tried entering this information in several different formats, and the only format that the
grants.gov form would accept for this was "second". But apparently eRA Commons doesn't like that.
Does anyone know what format they are looking for on the congressional district?
