Cheryl,

Towson University is a PUI and we have a central Office of Sponsored Programs and Research (OSPR) that coordinates all submissions for sponsored projects from the academic units, the TU Foundation and a service unit that works primarily with state and local contracts.  We are tracking about 400 proposal submissions annually.  Last July we implemented a process improvement project on our pre-award services and now use several types of performance metrics.

 

We do use basic measures of activity by fiscal year and submission cohort  - #of proposals, $ value of proposals, # of awards, $ value of awards to calculate a success ratio (# of awards/# of proposals) and a funding yield ($ awarded/$requested). These counts and ratios can be reported by PI, Department, College, or for the university as a whole.

 

I am also using a variety of process measures based on time relationships, so we can understand where process bottlenecks and issues are occurring in the pre-award services and can develop strategies to reduce time delays, for example:

 

·         Days between the initial notice of intent to submit by the PI and the actual deadline

·         Days between routing for approval to submit the application and the actual deadline

·         Days between the initial notice of grant award to completion of any negotiations and fully executed contracts

·         Days between the completion of negotiations to the request for an account or budget number

·         Days between the request for a budget and the actual issuance of the number from financial services

 

FY 14 will have a similar process improvement projects for the post award and compliance areas, as well as outreach and customer service measures.  I’m interested in what measures are being used in other universities (small and large). Feel free to contact me offline.
