Hi Scott,
Our small PUI recently received an NSF award involving field work in Ecuador by a small NGO in Peru. We issued a fixed price subaward with clearly defined
deliverables. We will pay US dollars via wire upon formal confirmation from our PI when each deliverable meets the expectations and benefits the research. All these provisions are clearly explained in the contract – along with the usual federal flow-through
language, and all subrecipient monitoring practices remain the same (risk assessment, financial audit review, etc.).
One unexpected snag for us involved tax law. The US doesn’t have a tax treaty with Ecuador or Peru, so the NGO must document their non-profit status or they
are subject to withholdings. Mexico does have a tax treaty, but I would still investigate your necessary steps.

Our small PUI was recently awarded an NSF grant that involves field work in Mexico. The PI intends to employ a variety of local workers for archaeological work,
as well as analysis and illustration of artifactual remains.
Our post award folks are conflicted on the mechanism we should use to pay them.
What have other institutions done in this scenario? Any feedback or advice is appreciated!
