This is for a proposal to the State Department’s Bureau of Educational and Cultural Affairs, Open Competition for Professional Fellows Program (http://eca.state.gov/files/bureau/professional_fellows_open_competition_0.pdf)

 

ECA allows applicants to use their standard F&A rate, but they require participant support to be subtracted from the base. Let’s say your proposal includes a subaward to another organization to carry out part of the exchange program, and much of the subawardee’s budget happens to be participant support. Would you charge your normal F&A rate on the first 25K of the subaward, since that subaward lands in your contractual line? Or would you charge indirects only on that portion of the subaward that it not allocated for participant support?
