Additionally, NSF does not allow F&A to be included in the budget for a foreign institution unless it has a U.S. federally negotiated rate agreement.

The NSF GPG states:

1.      Foreign organizations - NSF rarely provides support to foreign organizations. NSF will consider proposals for cooperative projects involving US and foreign organizations, provided support is requested only for the US portion of the collaborative effort.

We are working on an NSF collaborative proposal and have run into a few snags. Does anyone know if NSF allows foreign institutions to be collaborators (receive funds, etc) on NSF proposals? The foreign institution is listed in fastlane and I have found were NSF will allow co-PI from foreign institutions. I am just not sure about the funding of foreign collaborators/partners.
