Sharon-

I guess I am not sure exactly what your question is asking but here is how we handle it at ERAU:

1.       If the sub award comes to Grants & Contract Administration as part of a contract (i.e. FAA, NASA or such), the subaward would be handled by one of the contract administrators

2.       Likewise, if the sub award is part of either a grant or cooperative agreement, then a grant administrator (post-award) would manage it.

We do not necessarily change the classification on it as a subaward is truly a contract in every sense of the word. For ERAU, a sub award is a sub award (contract). The determining factor as to what area handles it is based on whether the prime is a contract or grant/cooperative agreement.

Subject: [RESADM-L] Subaward - grant or contract?

I would appreciate hearing how others treat this issue.

When an award is received we designate it as a grant, contract, or cooperative agreement.  We have some disagreement about what to select when we are receiving a subaward. Some consider all subawards to be contracts and some go by what the prime award is. For example, if we are a sub on an NSF grant, our award would be classified as a grant. A sub on a NASA contract would be a contract. Is one correct or is it up to each institution to decide?  Thanks!
