Maybe I'm missing something, but I don't see why the federal sponsor would be affected one way or the other--the work being done for THAT project would not change.  It's for the non-federal sponsor to agree (or not) that the work done on the federal project can count as furthering the goals of the non-federally-funded project.

A110 states that cost share funds cannot paid by the Federal Government under another award, except where authorized by Federal statute to be used as cost share. It is easy when we have a federal proposal, to say that we can't use another federal project as match. But we have been challenged multiple times in the last year as to why we don't allow federal sponsored projects to be used a match on non federal proposals. Our position has been if you get approval via email from the federal program manager that they are ok with using the federal program as match than we would allow it. When it gets to the point of the PI asking their federal program manager to use the federal project as match the PI does not want to make that request.
Our current cost share guidelines do not specifically state that federal funds cannot be used as cost share on non federal proposals. Most of the requests to use federal funds as match are for proposals to a state agency and the intent of the proposal has to do with commericialization of technology. I was wondering how others have handled requests to use federal sponsored projects as match on non federal proposals?
