I’m wondering if your institutions are experiencing a decline in the number of proposals being submitted by your faculty (as compared to last year)? We’ve had some sense that federal agencies are holding back or reducing solicitations, perhaps in response to possible sequestration, such that there are fewer opportunities for researchers.
