In support of the Lab’s scientific mission, the Office of the Chief Financial Officer (OCFO) and matrixed from the Field Operations Unit to the Earth Sciences Division (ESD), the Senior Resource Analyst will provide support to ESD’s management, researchers, and Operations Staff. Duties include but are not limited to proposal submissions and other pre-award activities related to sponsored projects and contracts administration, subcontracts administration and general resource management of the Division. You will work with customers (Principal Investigators/Researchers), team partners, and counterparts at other collaborating institutions.

LBNL personnel are employees of the University of California. Salary and benefits are highly competitive. The salary range for this position is $69,696 - $95,820 /year

KEY DUTIES:

·         Serve as a lead research proposal preparer and reviewer for the Division.  

·         Plan and develop complex proposal submissions, including multidisciplinary grant applications, Program Projects, DOE Integrated Contractor and CRADA’s submitted to over 50 different sponsors and funding agencies. 

·         Working in coordination with the Principal Investigators, Program leaders, and support staff, develop detailed, multi-year proposal budgets including narrative justifications, and administrative documentation for complex programs. 

·         Interact with funding agencies and collaborating institutions. 

·         Provide innovative solutions for complex proposal problems.

·         Ensure that functional tasks are coordinated and completed on time and in compliance with Lab and DOE policies and procedures.

·         Work with the PIs to ensure the dates, funding allocations, contractual terms and deliverables are documented and executed properly.

·         Prepare and oversee subcontracts, including University of California Intra-University Transactions, for submission to Procurement Department.

·         Ensure timely completion, processing, and reporting on executed subcontracts with information that is critical for the PI’s to successfully execute spend plans/commitments and for the Finance Team to engage in managing any potential issues.

 

SKILLS AND EXPERIENCE YOU NEED:

Required –                                                  

·         Bachelor's degree in business administration, a scientific discipline or a related field of study and/or five years minimum of relevant experience and substantial demonstrated achievement in contract and grant pre-award administration, proposal preparation and submission involving several different federal and non-federal funding agencies. 

·         Demonstrated knowledge of the principles of research administration and commitment to the profession.

·         Experience in interpreting proposal submission requirements and procedures for a wide variety of federal, state, and private sources of funding sponsors.

·         Demonstrated skill in managing multiple priorities and deadlines.

·         Ability to work with short notice or competing deadlines to submit sponsors’ proposals.

·         Demonstrated experience in preparing project budgets.

·         Demonstrated working ability to use and understand budgeting software (Excel, PeopleSoft, etc.)

·         Demonstrated moderate to advanced knowledge and skill levels in the use of Excel, Word, and PowerPoint applications.

·         Demonstrated strong written and verbal communication skills along with excellent interpersonal skills, with an ability to interact effectively with all levels of Lab staff and externally with UC and DOE personnel, and with a strong customer focus.

·         Strong problem-solving and analytical abilities.

·         Commitment to support and comply with relevant Lab and CFO policies and procedures.

·         Ability to independently complete complex assignments using sound judgment and initiative.

Desired –

·         Experience with CIEE/CEC, NETL, NIH, RPSEA, Grants.Gov, NSPIRES, and other agencies’ proposal / submission / systems process.

·         Master's Degree or equivalent in accounting, finance, business or related field; some scientific coursework helpful.
